About the Role
As a programme manager you will be responsible for managing one of our high profile programmes responding to the challenges and priorities facing Government and UK industry.  You will have a key role in translating cutting edge science and R&D into benefits that shape the world we live in.


 

A member of the Strategy Team, responsible for developing, contracting and managing the delivery of a programme of work to achieve outcomes and benefits.


Responsibilities will include


  • Develop and deliver programmes that respond to Government priorities and industry challenges and support the delivery of NPL’s strategy by building new / exploiting existing science capabilities and working in partnership with a range of stakeholders (both internal and external)
  • Manage programme governance including defining the programme, managing the development and approval of the business case(s), ensuring appropriate assurance mechanisms are in place and benefits are defined and tracked
  • Ensure the programme’s projects are defined, resourced and coordinated in the best way to achieve its overall aims and realise benefits
  • Monitor and report on overall programme delivery, including spend and benefits realisation
  • Ensure that risks, issues, milestones and dependencies of the programme and its projects are managed, controlled, reviewed and communicated
  • Ensure compliance with appropriate internal and external governance including quality, health, safety, security and environmental legislation minimising risk to the business and enhancing NPL’s reputation
  • Support continuous improvement to ensure efficient and effective operational delivery
  • Ensure there is effective engagement with and management of the programme’s stakeholders (both internal and external) and wider communication of its aims and the benefits that will be achieved
  • Build and maintain customer and stakeholder relationships that will support NPL’s ability to deliver its mission, its reputation and remain sustainable
  • Manage the performance and potential of the matrix team, building highly motivated, customer focused and performing teams.
  • Be an agent of change through visible ownership, clear and consistent communication and a focus on benefits realisation
  • Champion programme management practices throughout the organisation and support their wider adoption.
About You

You will be an experienced programme manager who has successfully delivered large programmes and projects within a scientific environment to address the problems facing Government and industry and achieve outcomes that benefit society and stimulate innovation and economic growth.

You will have


  • A track record of successfully managing and delivering complex programmes, and management a mix of stakeholders, ideally in a science or research-led environment, with an ability to translate scientific capabilities into solutions that meet the needs of Government and industry.
  • Experience of leading effectively through ambiguity and getting the best out of teams operating in a matrix environment.
  • Ability to coordinate, monitor and steer individual projects to ensure alignment with programme objectives and the achievement of benefits.
  • The credibility and experience to engage and influence a wide range of stakeholders.
  • Experience of working successfully with a range of partners to deliver programme objectives and change.

Skills and Knowledge

  • Highly proficient in programme and project management techniques and their application.
  • Managing Successful Programme (Practitioner) qualified.
  • Strong project management skills with the ability to prioritise work to meet deadlines.
  • Strong people management skills to manage cross functional teams and to influence people outside the direct line management chain.
  • Excellent communication skills and the ability to present complex information effectively to meet the needs of different audience.
