NPL is the UK`s National Measurement Institute providing the measurement expertise that underpins UK prosperity and quality of life. Talent mobility and early careers will be critical to NPL's success. As we respond to grand challenges in science and engineering we are renewing our focus on talent management and mobility to ensure the readiness of talent to resource effectively. This role will be a driving force in promoting and enabling active talent management, working closely with our HR colleagues, business stakeholders and external stakeholders to make sure that we have the right people, with the right skills, in the right place to deliver our vision.

We have created this new role of Talent Mobility Manager to design and deliver talent mobility and early careers programmes which will create breadth as well as depth in our career pathways. Working closely with Learning and Development colleagues you will be creating a framework which will further enable our talent (internal and external) to realise their potential, with a range of talent interventions to support them. This role will provide inspirational leadership, ensure that all of our stakeholders are excited and engaged, and focused on successful delivery, in order to maximise impact and growth for NPL.

  • You will create a mobility framework that enables us to support a mobile workforce and build out the strategy to develop this.
  • You will be responsible for the design, documentation and rollout of our talent mobility policies.
  • Development of new Early Careers programmes for Graduates, Post Doctorates and Apprentices which meet the needs of the business and maximise retention of staff within NPL; aligning to best practice from other industries.
  • Implement a robust Programme and Project approach to Early Careers defining, designing and coordinating the full life cycle of an EC's journey.
  • Identify and track progress against the Early Careers Key Performance Indicators providing the Senior Leadership team with key information on the status of our Early Careers programmes. Develop and implement improvement plans to address areas of concern.
  • Manage budget, in line with agreed parameters, demonstrating excellent return on investment
  • Internal and external service agreement management -ensuring return on investment is maximised for NPL
About You

Key skills

  • Previous talent mobility experience working within an in-house or consulting environment.
  • Extensive experience designing and managing mobility & early careers programmes.
  • Experience of managing diverse and multiple Talent programmes concurrently.
  • Extensive knowledge of best practice, concepts, principles, methods and techniques relevant to mobility programmes and early careers.
  • Up to date knowledge of the Apprenticeship Levy rules and standards and experience of managing levy funding with approved training providers.
  • Ability to multi-task and determine priorities in a fast-paced environment
  • Strong relationship management skills at all levels
  • Experienced people manager (1 direct report)
