  • About the Role

  • Lead on government relations and policy engagement at NPL, an organisation with a unique role to play in the UK economy.

NPL operates a partnering agreement with BEIS and works at a strategic level with government to tackle challenges and realise opportunities for UK industry. You will take responsibility for leading, developing and reporting on government relations and policy engagement across NPL. This will give you a key role in ensuring we demonstrate NPL’s impact.

The position is based within the Government Relations team of our Strategy Directorate and involves close collaboration with NPL economists and colleagues in PR and marketing. We want you to develop and manage a programme of government engagement activity that builds our profile of NPL, including political visits, meetings and events.

You’ll also identify and respond to appropriate policy consultations, select committee inquiries and policy announcements, in addition to managing and co-ordinating the scientific input into policy responses.

It will be vital to build positive and constructive relationships with government stakeholders and increasing NPL’s network of government contacts. You will also manage more junior colleagues in the policy team.

  • About You

  • Join NPL as a Stakeholder Engagement Manager to manage relationships with public and private sector stakeholders within our National Timing Centre Delivery Programme (NTCDP).

The NTCDP, led by the National Physical Laboratory (NPL), is the UK's first nationally distributed time infrastructure. It aims to provide trusted and assured time and frequency distribution across the UK; reducing reliance on Global Navigation Satellite Systems (GNSS) like GPS. This initiative ensures the resilience of Critical National Infrastructure (CNI); including

    • Energy grids
    • Telecommunications (5G/6G)
    • Financial systems

By establishing a secure, reliable, and nationally distributed time infrastructure, the NTCDP enhances the UK's competitiveness in global trade and manufacturing, ensuring consistency and recognition of measurement units and standards worldwide.

In this role you will develop and deliver a programme of proactive and impactful stakeholder engagement across the public, private and R&D ecosystem, building and maintaining relationships with key stakeholders within NPL and externally and driving benefits realisation within the NTCDP. You will work closely with NPL's central stakeholder and policy engagement teams, and the management and delivery teams within the NTCDP.

    About the Candidate:

    • It is essential that you have experience in managing engagement projects and programmes across government and the public and private sectors, including the science, innovation and technology ecosystem.
    • You will be a skilled communicator, able to understand and analyse complex stakeholder landscapes and brief senior colleagues on developments.
    • You will be experienced in developing and managing relationships with key stakeholders and in supporting colleagues in their relationships with senior officials in Government and the public sector.
    • You will be able to manage a small team, and also work across teams to deliver programmes or work in public sector engagement.

We actively recruit citizens of all backgrounds, but the nature of our work in specific departments means that nationality, residency and security requirements can be more tightly defined than others. You will be asked about this throughout the recruitment process. To work at NPL, you will need to obtain BPSS security clearance.

Please note:  Applications will be reviewed, and interviews conducted throughout the duration of this advert therefore we may at any time bring the closing date forward.  We encourage all interested applicants to apply as soon as practical.
